Justice James Ogoola is the Regional Chair, East Africa. He was former Principal Judge of the High Court of Uganda and a Justice of the COMESA Court of Justice in Lusaka, Zambia. He is the chairperson of the Judicial Service Commission of Uganda. He was an Acting Justice of the Supreme Court of Uganda and Head of Commercial Court of Uganda. He is a member of The East African Court of Justice. He studied Law at the University of Dar-es-Salaam. He obtained his Masters in Law from Columbia University. He also holds the Diploma in Legal Practice from the Law Development Centre in Kampala. He was the first African to be appointed legal adviser responsible for African & Middle East country operations at the International Monetary Fund (IMF).
